Blundstone Arena and Bellerive Beach Park

Project Overview

Our community had their say on the proposed Blundstone Arena surrounding area smoke free zone.

The aim of the project was to:

  • Protect the health of non-smokers using the park and other recreation facilities surrounding Blundstone Arena from exposure to environmental tobacco and vapour from e-cigarette smoke;
  • Reduce uptake in young people by de-normalising smoking and making it less appealing; and
  • Consolidate the smoke free areas around Blundstone Arena to assist with public awareness, enforcement and improving health conditions.

Project Information

In 2015, the Public Health Act 1997 was amended to state that any areas including, but not limited to, public streets may be designated by their occupiers as smoke-free. Since the legislation was amended, parts of Bellerive Beach Park became smoke free. In accordance with this legislation, smoking is not permitted within 10m of play equipment and air intakes for Blundstone Arena, 3m from the entrance to Blundstone Arena and 20m from Blundstone Arena (during events).

The proposed new smoke free zone is a 6.44ha parcel located at the intersection of Derwent, Church and Beach Streets, and bounded by Bellerive Beach. The proposed zone includes:

  • Bellerive Beach Park (including children and adult play/exercise facilities);
  • Blundstone Arena;
  • The adjacent roads and footpaths to Blundstone Arena and Bellerive Beach Park; and
  • The dog free area of Bellerive Beach, popular for families and used for exercise programs.

Have Your Say

There was a variety of ways we sought community feedback on this consultation.

  • Our project staff met with businesses immediately impacted by the proposed zone to seek their feedback;
  • A letter box drop on this consultation was provided to residents in Derwent, Church and Beach Streets included in the proposed zone and a block around the zone; and
  • Our community could have their say by completing the below survey or by talking to our Senior Environmental Health Officer, Scott Edwards on 03 6217 9573.

Feedback helped council decide on how the smoke free area surrounding Blundstone Arena will progress.


Consultation Results Summary

We consulted with businesses immediately impacted by the proposed smoke free zone, close by residents and the wider community.

We received 37 submissions in total on this consultation, 34 via Your Say Clarence, 1 response in writing and 2 responses from businesses via email.

Of the submissions received:

  • 32 (86%) supported the proposal and 5 (14%) didn’t.
  • 13 people offered suggested adjustments to the proposed smoke-free zone, 20 people offered their view on where smokers may relocate to.
  • 29 (85%) of the people who completed the survey were non-smokers with 5 (15%) being smokers.
  • 88% of people who completed the survey live in Clarence.

Feedback received from Cricket Tasmania included that areas for smokers to gather should be identified.

Consultation Outcome

At the council meeting on Monday 11 November 2019, council voted to have the proposed area declared a ‘smoke free’ area in accordance with the Public Health Act 1997 and any other relevant legislative requirements.

The council also decided at the meeting that council in consultation with Cricket Tasmania will identify one or two areas for smokers to gather in the proposed area and modify the proposed smoke free area accordingly.

The smoke free area will be patrolled by our rangers. The primary focus will be on educating smokers about where they can and can’t smoke.
