Project Background

At its meeting on Monday, 11 December 2023, Clarence City Council voted to approve the revised Skylands Masterplan.

Skylands is a private development which proposes to build 2,600 homes on the Droughty Peninsula over the next 30 years. Following the approval of the Masterplan, which provides the vision and principles - the Council will prepare the Droughty Peninsula structure Plan.

This is where council will focus on the practical implementation of the vision, to ensure – a desirable urban form, a legible and connected movement network, provision for an appropriate range of, open spaces, recreation, commercial and community facilities, all set to a logical staging program.

A key focus of the structure plan will be to develop the implementation framework for the 30-year lifespan of the project.

Once a Droughty Peninsula Structure Plan has been drafted, a community consultation will commence and you will be able to have your say through a number of different ways, including an online survey, in person at Council Chambers, and written submissions.

Project update – community consultation closed

We are pleased to share that the Droughty Peninsula Structure Plan has reached an important stage in its development. This project is a unique opportunity to work with private landowners and the community to create an urban development that is truly unique to Tasmania. Our goal is to encourage developments that offer future residents more choice in housing, transport, and recreation – building connected, vibrant communities.

Community consultation for this stage of the project is now closed. We would like to sincerely thank everyone who took the time to share their thoughts and ideas. Your feedback on topics such as open space, community infrastructure and services, transport, and approaches to staged development will play a valuable role in shaping the draft Structure Plan.

We look forward to keeping you updated as the project progresses.

To inform the community on the issues the Structure Plan will seek to address, and to help to provide greater context to the survey questions, a background paper has been prepared. We encourage you to read the paper before completing the community survey. The paper provides an update on what we’ve learnt from landowners and infrastructure service provider interviews, and from the more detailed site considerations we’ve undertaken so far. Also included in the report is information on community feedback from previous work.
