So, what is the Droughty Peninsula Structure Plan?

The Droughty Peninsula Structure Plan (the Structure Plan) is a long-term planning project that will guide how the Peninsula grows and develops over the next 20 to 25 years. Covering around 388 hectares, the area has been identified since the 1960’s as one of Greater Hobart’s priority locations for new housing, sitting within the Urban Growth Boundary.

Building on the vision set out in the Skylands Master Plan (endorsed in December 2023), the Structure Plan takes a broader look at the Peninsula and considers:

  • Housing: creating a variety of options to suit different needs and budgets
  • Transport and movement: including roads, walking and cycling paths, and potential ferry services
  • Environmental and cultural values: protecting important habitats, heritage sites, and the character of the Peninsula
  • Community infrastructure and services: ensuring schools, community spaces, and essential services are well-located
  • Open space and recreation: protecting key natural areas while providing accessible parks and coastal trails

The Structure Plan will provide a framework for staged development that responds to land conditions, environmental constraints, and community needs. While it is not a statutory planning document, it will guide future planning decisions and help ensure growth is sustainable, connected, and uniquely Tasmanian.

Phase 2 Engagement results

Thank you for the consideration given to the Droughty Peninsula Structure Plan Survey and Consultation. Your feedback and suggestions provided clarity around considered implementation plans and design options. These will be used to inform the development of the Draft Structure Plan.

We were able to capture a great cross-section of results from people of all ages and walks of life. Respondents overwhelmingly supported the development of Droughty Peninsula (61%), favouring wider road reserves (74.5%) with rolling embankments between lanes which follows the terrain, avoids long continuous retaining walls, and looks and feels more natural. In terms of implementation, the community preferred Implementation Plan 2 (56%) with a staged, "capital-deferral approach", favouring growth that matches existing service capacity first, adds major upgrades later, and limits early disruption. You also provided us with very helpful suggestions on how to present information to make it more accessible to everyone in our community.

We will now consider this feedback as well as the submissions from landowners and service providers to fine tune the Draft Structure plan.

Background paper

To inform the community on the issues the Structure Plan will seek to address, and to help to provide greater context to the survey questions, a background paper has been prepared. We encourage you to read the paper before completing the community survey. The paper provides an update on what we’ve learnt from landowners and infrastructure service provider interviews, and from the more detailed site considerations we’ve undertaken so far. Also included in the report is information on community feedback from previous work.
