A comprehensive review of City of Clarence’s Strategic Plan 2021–2031 was undertaken to realign future priorities with community needs and emerging challenges. The process involved a review of existing Council strategies and plans, targeted workshops and refinement of the strategic pillars.

Based on consultation insights, the draft Strategic Plan 2025-2035 is revised. The revised draft undergoes an internal review by Council officers and leadership to ensure strategic coherence, feasibility and alignment with existing plans and legislative requirements.

Council endorsement
City of Clarence Council formally endorsed the final Strategic Plan 2025-2035, marking the conclusion of the review process. The endorsed plan sets the strategic direction for the city through to 2035, guiding decision-making, investment and service delivery.
Under the Local Government Act 1993 requires councils, in consultation with the community, to prepare a 10-year Strategic Plan that is reviewed at least every four years.
As part of this review, we are consulting with our community to ensure the Plan is informed by the community's needs, aspirations, and feedback. In reviewing the Plan, we have also considered your feedback we've collected through other community engagements, such as the City Heart Plan.

The Strategic Plan is Clarence City Council’s long-term roadmap that sets priorities and goals for the next 10 years. It ensures decisions and investments align with community values and comply with the Local Government Act 1993.
The plan is reviewed every four years to keep it relevant and responsive to community needs, legislative changes and emerging priorities.
Strategic Pillars are the broad themes that guide our work. They represent the key priorities for Clarence’s future, such as wellbeing, culture, sustainability and growth.
Strategic Outcome Statements describe what success looks like under each pillar. They outline the results City of Clarence aims to achieve for the community over the life of the plan.
They influence how we allocate resources, plans services and invests in infrastructure, shaping decisions that impact daily life, such as transport, parks and community programs.
They were informed by community feedback, council strategies and plans, legislative requirements and Council’s vision for Clarence. The review process ensures they remain relevant and reflect current priorities.
Yes. Community feedback is critical to confirm or refine the pillars and outcomes so they reflect what matters most to our community.
Outcome Statements describe the desired results (e.g., ‘A connected and caring community’), while actions and projects are the steps City of Clarence takes to achieve those outcomes.
Your input will help us test whether the pillars and outcomes align with community aspirations. It will guide adjustments before the plan is finalised.
We will review all feedback, refine the Strategic Plan and present the final version for adoption. A summary of community input will be published for transparency.

All councils in Tasmania are required under the Local Government Act 1993 to prepare a Strategic Plan that spans at least 10 years.
Clarence uses a structured approach that includes Strategic Pillars and Strategic Outcome Statements to clearly define priorities and ensures success can be measured.
