Bayview Secondary College Sports Precinct Master Plan

Project overview

In collaboration with Bayview Secondary College and the Department of Education, Clarence City Council is preparing a draft master plan to develop a community sporting precinct at Bayview Secondary College in Rokeby.

The proposed precinct will act as a community level sporting hub for the Clarence Plains and South Arm Peninsula, encouraging community members to participate in sport and recreation and to improve physical, social and educational outcomes within the immediate community.

A draft master plan has been developed following consultation with state sporting associations, peak bodies, council staff, and local sporting clubs currently using the site and the college.

The purpose of this phase of consultation is to seek comment from the broader community on the draft master plan.

Background

Clarence City Council engaged @leisure Planners to develop a master plan for the Bayview Secondary College precinct to guide future use and development of the site for community sport.

Initially, the consultants undertook a thorough inspection of the entire site including audits of the existing facilities. To capture the demand for community sport across Clarence Plains – and the City of Clarence more broadly – formal interviews were also conducted with Bayview Secondary College and the Department of Education, as well as key stakeholders including state sporting associations, peak bodies, and local sporting clubs that operate from the college.

This first stage of the consultation identified sports demand for outdoor playing surfaces (ie. AFL, soccer, cricket, touch football, Rugby Union) and modern indoor courts to cater for basketball, netball, futsal and community use.

To shape the preferred layout of the precinct, three development concepts were prepared by the consultant for further review by the key stakeholders. Each option contained two community-level ovals, a rectangular playing surface, four indoor courts, and a gymnastics centre.

There was unanimous support for the development of option number two, which progressed to draft master plan.

The objective of the draft Bayview Secondary College Sports Precinct Master Plan is to:

  • Provide local standard facilities suitable for school, junior club and community level sports. The precinct will provide a pathway to regional competitions elsewhere.
  • Provide multiple playing surfaces without fences to increase adaptability, which can provide for carnivals, club competitions and community use.
  • Provide for local and junior rectangular code and oval sports.
  • Include both indoor and outdoor sports, including basketball and netball.
  • Include a dedicated space for gymnastics.
  • Include a potential site for a future tennis facility should it be required in the long-term.
  • Include a perimeter exercise trail around the college site to connect to the Clarence Plains Rivulet Track and adjacent residential areas.

The consultation will take the form of a survey asking for community comment and feedback.

The results of the consultation will be considered in finalising the master plan, which will then be presented to council for endorsement.
