“Skylands Masterplan” - Urban Growth Boundary Amendment Consultation

Project overview

The council currently has before it a request to amend the Southern Tasmanian Regional Land Use Strategy (STRLUS) by expanding the Urban Growth Boundary (UGB).

In accordance with council policy, we are undertaking community consultation seeking feedback on the proposed changes.


The Site


The project site extends from Tranmere and Rokeby to Droughty Point and comprises 315ha of land.


Proposal


The proponent requests an amendment to the STRLUS by expanding the UGB around the peninsula, to allow for an additional urban area of around 58ha, above the current UGB. The purpose is to enable the creation of six new walkable neighbourhoods based around activity centres, as part of a proposed master plan. The master plan would also provide for 108ha of open space, including a 57ha nature reserve/parkland along the ridgeline, revegetated green connectors between the park and a 22ha reserve around the shoreline.

The following plan, taken from the applicant’s report, gives an overview of these elements and the extent of urban development proposed above the existing UGB.



Key Points


  • The land is outside the STRLUS’s UGB.
  • Only the Minister for Planning may approve or amend a regional strategy.
  • If approved as requested, a planning scheme amendment would still be required, in order to allow planning applications to be made to develop the land.
  • Any future planning scheme amendment would require further public exhibition, in accordance with the statutory requirements.
