Where does the push come for more restrictions on Bellerive Beach?

It is disappointing that the Survey is structured to push for more dog restrictions on Bellerive Beach. Why is there no option for greater access to the Beach during the summer months for dogs? Does the council care about residents' opinions or does is just want to push its own agenda of getting rid of dogs from Bellerive Beach? Where does this push come from? Who is driving their agenda? It is certainly not clear from any of the information provided by council. If it is related to wildlife conservation, then this should be stated. It is a curious thing that I have seen more brown bandicoots around Bellerive Beach in recent years than in my previous 5 decades of living in Bellerive. Also there is now, for the first time since I have lived in Bellerive, a permanent population of wallabies on Kangaroo Bluff, around the foreshore cliffs and at the fort. Unfortunately the developing colony of little penguins at the western end of Bellerive Beach was deprived of its habitat through clearing of the protective vegetation.

If the push is coming from families with children who wish to play on the beach, then this should be stated. The western end of Bellerive Beach is dog-free all day, every day. This area is well-served by facilities such as extensive car parking, toilets, showers, changing rooms, playground equipment, gymnasium, swimming platform, shop, etc. Also, during the summer months, dogs are prohibited from the whole beach from 10 AM to 6 PM. Is this not enough beach space for families?

Is the push coming from joggers? If so, this should be stated. I have not witnessed any significant interactions between joggers and dogs in my many years of using the beach.

So, what exactly seems to be the problem? Why change a system that seems to be working well?
