Background


The management of dogs in Clarence is governed by the Dog Control Act 2000. Under the Act, there is a requirement to have a Dog Management Policy and to update this every five years. The current Dog Management Policy in place is called the ‘Dog Management Policy 2021’. While the full policy is reviewed every five years, parts of the policy can be considered in isolation and changes made as amendments.

The current policy included a simplification of the fee structure. Part of this included eliminating registration categories, and there has been a request to review two of the categories.

A notice of motion was presented to a Council meeting on 23 May 2022 which proposed a limited review of the fee structure and to reintroduce categories and also to consult with the community on this as required under the Act. (COUNCIL MEETING (ccc.tas.gov.au)). Specifically, the position proposed is to reintroduce two categories and offer a lesser rate of registration to owners of registered Racing Greyhounds and Working Dogs (50% discount off the rate for an entire dog).

Key definitions for the categories of Racing Greyhound and Working Dog:

Racing Greyhound – Racing Services Tasmania ID card or appropriate paperwork from the Office of Racing Integrity.

Working Dog – means a dog used principally for

  • Droving or tending livestock, or
  • Detecting illegal substances, or
  • Searching, tracking or rescuing, or
  • Working with police officers.

This policy review does not affect the registration fee for domestic pet greyhounds.

Importantly there are no other changes being considered at this time to the policy and feedback will be limited to the reintroduction of two categories and the fee discount for these categories. The full policy will be reviewed in 2026 and many other areas of the policy will be part of broad engagement and consultation at that time.

The survey was open for 4 weeks from 3 March 2023 until 31 March 2023. We have now collated and published the results of the survey within a few weeks of the close of the survey. This feedback informed both recommendations and the council decision on the re-introduction of categories and fees.

    Thank you for taking part in this survey about the proposal to amend the Dog Management Policy 2021 to reintroduce categories and offer reduced fees for ‘Racing Greyhound’ and ‘Working Dog’. 

    Key definitions for the categories:

    • Working Dog – Provision of evidence which proves to the satisfaction of the City Rangers that the dog is a true working dog as defined under the Dog Control Act 2000. For stock working dogs this may include a demonstration of stock working abilities. For working dogs other than stock working dogs, supporting documentation is required from that organisation or business.
    • Racing Greyhound – Racing Services Tasmania ID card or appropriate paperwork from the Office of Racing Integrity.

    The current fee structure gives discounts from the ‘entire dog’ registration fee for some categories such as ‘desexed’ and no fees for ‘guide dogs’. The structure also has increased fees for some categories including ‘Guard Dogs’ and ‘Dangerous Dogs’.

    The survey should take no longer than 5 minutes to complete, depending on your answers.

    We will ask couple of structured questions then provide an opportunity to share your reasons. Lastly, we will ask a few general questions about you and your dog ownership.
