City Heart Plan

UPDATE 17 MARCH 2023
Clarence City Heart Concepts Report now available
The Concepts report details ideas for the City Heart area to bring together Rosny Park, Kangaroo Bay and Bellerive Village into a thriving and vibrant activity centre.
We are very interested in what you think and welcome your feedback over the next seven weeks over our extended consultation period. There is a survey link further down the page and a table with a range of ways to get involved.
The Analysis and Key Directions report (that informed the concepts)
The Key Directions package was an important milestone for the City Heart Project. It provided the results of stakeholder and community engagement, economic analysis, planning and policy review, and review of transport, open space, recreation and built form. The Analysis and Key Directions report proposed design principles, key directions and strategic opportunities, and is the evidence base for the urban design concepts which have now been developed by the consultants. The diagram below shows the relationship between various inputs, and how these are informed the development of the City Heart Plan.
The following documents are in the document library:

PROJECT BACKGROUND
The City of Clarence is growing! As we grow, it’s important to plan for a successful and inclusive future together. To do this we are developing a City Heart Plan to help shape change in and around our principal activity centre. This will be a long-term shared vision and framework, developed with community involvement. It will consider future needs for community infrastructure, housing, open space, access and movement, commercial development and activities.
The Plan is being led by MGS Architects, in consultation with stakeholders and the Clarence community. It aims to ensure that developments are coordinated and that decision making contributes to a more liveable, accessible, inclusive, healthy, and thriving future.
If you live, work, play, learn or shop in Clarence’s activity hub, we invite your ongoing involvement to ensure your voice is part of the plan. There will be several opportunities to get involved and share thoughts and ideas.
The project area includes Rosny Park CBD and surrounding places including Kangaroo Bay, Sheoak Point, Rosny Farm, Bellerive Village, Charles Hand Park, Kangaroo Bay Rivulet and Rosny Parkland.
