Bayview Secondary College Sports Precinct Feasibility Study and Business Case

Clarence City Council is seeking community feedback on the draft Bayview Secondary College Sports Precinct Feasibility Study and Business Case.

The final Feasibility Study and Business Case (incorporating the feedback we get during this consultation) will be used support future applications for funding to deliver the Bayview College Sports Precinct project.

Background

The Bayview Secondary College Community Sport Precinct is a proposal for Clarence City Council to partner with the Tasmanian Government (through the Department for Children, Education and Young People (DECYP)) to develop Bayview Secondary College in Rokeby into a regional community sporting precinct. The proposed $60 million redevelopment would provide facilities for indoor and outdoor sports as well as a high-performance gymnasium that will help provide talent pathways for developing athletes. All sporting facilities would be available for use by both the Bayview Secondary College and the wider community.

The proposal has been in development since 2019, with Council consulting with the community and ultimately adopting the Bayview College Master Plan for the precinct in 2021 (click the link to learn more about the 2021 Bayview College Masterplan consultation).

In 2022, Council commissioned a Feasibility Study and Business Case into the proposal to provide a detailed analysis of its feasibility and community benefits of the project. The draft Bayview Secondary College Sports Precinct Feasibility Study and Business Case is now complete and can be downloaded in the 'Documents' section on the right. Business Case Findings and Recommendations

The Feasibility Study and Business Case confirms there is a strategic case for developing the proposed Bayview Secondary College Sport Precinct. The concept plans for the proposed precinct and its community sports facilities include:

  • An 8,000m2 (approx) indoor sports hall with four full-sized multi-sport indoor courts, including a show court area with capacity for 500 to 1,000 spectators and incorporates:
    • a high-performance gym for athlete training and use as a group fitness space
    • a community sports pavilion that provides club facilities and amenities to service the outdoor fields
    • training and briefing rooms with a flexible design that can be configured as small or large rooms
  • Three outdoor multi-sport playing fields comprising:
    • a stand-alone oval with a turf cricket pitch that can be used for cricket and other oval-based sports
    • a second, multi-use oval, capable of being configured as either a full-sized oval for cricket or AFL, or two full sized rectangular pitches for soccer touch football or rugby
    • a separate rectangular pitch for junior and youth soccer or field sports training
  • Four outdoor multi-use hard-courts for netball, basketball, tennis and other sports.
  • Pathways and pedestrian connections, landscaping with shaded areas, seating and drink stations, car parking and public amenities.

The estimated cost of the $60 million. To come to fruition, the proposal would require financial contributions from Council and State and Federal Governments.

The Tasmanian Government has already committed $8 million to the project in its 2023-24 State Budget. Council does not yet have any funding allocated to the project beyond the development of the Business Case.
